Capitalist accumulation paths and the persistence of surplus populations

We do job markets never reach true full employment

Well jobs are rationed

But is it just because wage rates can not be regulated if the next job with same pay rates
is always and everywhere for everyone just a  day away

And job task completion
becomes subject to the slacker curse

Imagine a system where slackers are hired and fired regularly
Because the state subsidizes employers that hire anyone that comes in the door
It's a cost of the system born by the whole of society
Like on site toilets and urinals

Couldn't firms adapt ?

Or couldn't slackers be identified by job history
Hired only by slack shack outfits for minimum wage rates
Where slack shacks regularly took in each other's rejects for state payments
And got out of these free spirits what ever they can ?
